November 26, 2004: New Report on Drugs in Europe

The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) has launched its 2004 Annual report on the state of the drugs problem in the European Union and Norway.

More Europeans are seeking treatment for cocaine-related problems, says the report. In the Netherlands and Spain, cocaine is now the second most commonly reported drug in specialist treatment centres after heroin. Growing concern is noted around crack use in a number of cities in Germany, Spain, France, the Netherlands and the UK.... more

November 25, 2004: Clamping Down On Organised Crime And New Police Powers

A radical overhaul of the way law enforcement agencies combat organised crime, and modernisation of police powers, was set out yesterday as the Home Office published the Serious Organised Crime and Police Bill. Addressing terrorism, organised crime and the tackling drugs are at the heart of Government priorities for the coming year. During the The Queen's Speech, given at the State Opening of Parliament today, measures were announced to:

November 19, 2004: Public Inquiry Into Death Of Zahid Mubarek Begins

Over 70 witnesses will be called to give evidence at the Inquiry into the death of Zahid Mubarek, which has started its full hearings. The inquiry will investigate the tragic case of Zahid, 19, who was murdered four years ago, at Feltham Young Offender Institution in west London, and make recommendations to prevent such tragedies in the future. A pilot scheme for filming cases in the Court of Appeal commenced in the Royal Courts of Justice on 16 November 2004. It will not be broadcast to the public and is for research purposes only. November 8, 2004: Sentencing Guidelines Council: Home Office Response

Home Secretary David Blunkett has re-stated his commitment to upholding new principles for setting murder tariffs - with the stated aim of ensuring that those convicted of murder receive a punishment that reflects the unique nature and seriousness of the crime. He agreed with the Home Affairs Select Committee that murder should be treated differently to all other offences. He re-iterated that the length of time a convicted murderer should spend in prison before becoming eligible for parole (the tariff) should only be reduced by a guilty plea in limited circumstances... more
